Armenia is moving fast on AI adoption, but doing so without a unified national strategy or a population equipped to use AI responsibly. The country needs two things at once: a coherent direction at government level on how AI should be developed and deployed, and an AI-literate public able to engage with the technology critically, safely, and productively.

AI Sprint is a structured initiative to deliver two interlocking national frameworks. The first is a National AI Strategic Framework setting Armenia’s direction on AI. The second is an AI Literacy Policy Framework that builds capability across the public, the workforce, and the institutions that serve them. The work combines a comprehensive situational assessment of Armenia’s current AI landscape, inclusive stakeholder consultations across government, academia, the private sector, and civil society, benchmarking against global best practices, and collaborative strategy co-creation. The frameworks are designed to be actionable, financially viable, institutionally anchored, and formally endorsed for implementation, not left on a shelf.

• A twin-framework approach pairing strategic direction (AI Strategic
Framework) with population-level capability-building (AI Literacy Policy Framework)
• A whole-of-society assessment cutting across infrastructure, skills, data, governance, ethics, and inclusion
• A co-creation method that brings government, academia, industry, and civil society to the same table from the start
• Institutional anchoring built into the design, so that frameworks are owned, funded, and endorsed before they are published
