Armenia-EU CEPA and Georgia-EU AA Mapping
Linking EU approximation commitments with the global SDG agenda.

The Challenge
Armenia and Georgia are both signatories to the 2030 Agenda and both have ambitious EU partnership agreements, yet the SDGs are not explicitly named in the CEPA or the AA. That left policymakers and donors without a clear way to see how EU approximation actually contributes to sustainable development.
Our Approach
We built a comparative mapping exercise that traced every relevant EU approximation commitment from Armenia’s CEPA (2017) and Georgia’s AA (2014) to the corresponding global SDG target, creating a shared analytical backbone for two countries on similar but distinct EU paths.
Key Innovations
• First systematic mapping of CEPA and AA commitments to the SDGs
• Comparative framework usable by both Armenian and Georgian policy makers
• A common reference for international development partners working in the region
Outcomes & Impact
A shared sustainable-development framework for Armenia and Georgia that connects EU integration and the 2030 Agenda, and a tool that policymakers, donors, and analysts can use to assess progress against both at once.
