Building a Resilient Social Protection System in Armenia

The Challenge

Recent crises (COVID-19, the conflict in Nagorno-Karabakh, the war in Ukraine, military escalations along Armenia’s borders, and rising inflation) have amplified vulnerabilities and deepened inequalities across the country. The need for a more robust, adaptive, and integrated social protection system has never been more urgent.

Our Approach

Working in partnership with UNICEF Armenia and WFP under EU funding, we apply human-centered design, digital transformation, and a portfolio approach to rethink social protection as a connected system rather than a set of isolated services. We co-design with frontline social workers, beneficiaries, and policymakers, then test reforms in conflict-affected regions before scaling nationally.

Key Innovations

  • Modernized and integrated administrative data systems with an advanced visualization dashboard for the Unified Social Services
  • A new e-learning platform to upskill Armenia’s social workforce
  • Pilot of a redesigned Unified Social Services model in conflict-affected
    areas
  • Renovation of social housing facilities for displaced and vulnerable populations
  • Pioneering poverty graduation mechanisms that move households from assistance to self-reliance

Outcomes & Impact

Enhanced social protection strategies, transformed institutional capacity at the Unified Social Services, modernized administrative data infrastructure, a functioning e-learning platform for the social workforce, and a piloted service model now informing national rollout.
