Large-scale displacement placed sudden, sustained pressure on Armenia’s humanitarian and social systems. Refugees and vulnerable populations needed housing, jobs, healthcare, education, and legal support, while host communities and local institutions had to absorb rapid population increases without losing social cohesion or public service quality.

Resilience for All took a whole-system approach to displacement: combining digital public services, human-centered design of frontline integration pathways, and behavioral insights to support both newcomers and the communities receiving them. We worked closely with the Migration and Citizenship Service to make sure the work strengthened (not bypassed) Armenia’s own institutions.
