Yerevan 2.0: Towards a More Inclusive and Greener Recovery

The Challenge

The COVID-19 crisis exposed the limits of how Yerevan plans, delivers, and measures urban life. Recovery couldn’t be only economic; it had to also be social, cultural, and environmental, and grounded in data the city didn’t yet have.

Our Approach

We took a systems approach to municipal recovery, combining a city-level digital readiness assessment, service and data mapping, and the Doughnut Economics framework as a planning lens. We worked side-by-side with Yerevan Municipality to translate diagnostic findings into redesigned, digitalized services.

• Yerevan’s first city-level digital readiness assessment
• City-wide service and data mapping with end-to-end business process analysis
• Application of the Doughnut Economics model as a recovery planning tool, a global first for a post-Soviet capital
• Municipal service optimization, redesign, and digitalization

Outcomes & Impact

Improved citizen satisfaction, measurable cost savings for the municipality, and a service redesign methodology that has informed how Yerevan approaches digital and green transition.
